Hi Sean. If you buy one outright they come already unlocked (ie if you get one without a contract)
Otherwise you'll need to pay a fee to the service provider to have the phone unlocked. This is typically around £20 and will depend on the length of time you have had the contract. Some providers won't allow a contract phone to be unlocked before 3 months on a new contract. This does vary.
As for the small shops, try entering "unlock N95" into Google and see what you get back.
Cheers, Tim.

When i last read anything about unlocking BB5 phones, the networks were the ones offering cheapest unlocking rightly mentioned up to about £20
However other shops did it too but were overpriced as it appears the phones could only be unlocked by codes & some really smart people who perhaps have cracked the bb5 system but not willing to share.
If your buying a phone, ensure its unlocked when buying, as places like ebay can sell u phones locked to various networks, if you do buy one of three cause of the cheapest price though they wont unlock it for u unless your the original owner so its easier to buy an unlocked version.
Other networks sometimes have restrictions, as you can't call them not being a customer for an unlock, they dont usually do it.
