I need to dial some phone numbers with a prefix, i.e., 0060 from time to time. Is there any way to do so in a convenient way on N95? Alternatively, is there any utility to do so?

You can dial your prefix, then press start (*) three times, it shows a p, then dial your whole number & save it to phonebook.
I use to use this when making international calls via 0844 access numbers.
It will dial the first number, pause, then dial the rest.

Thanks for your reply but it is very troublesome. Every time I need to dial prefix + three times of * + phone numbers. My memory is not good and heavily rely on the address book to make a phone call.

Do you mean that you live in the +60 code country, and some times you need to call your contacts from abroad, when the +60 prefix needs to be added?
If that's the case, I'm guessing the easiest way is to modify your entire contact list and add +60 to all your contacts. This won't make any difference when you are in the country, and you'll be able to use the contact book directly when you are abroad. It's probably easier to sync the contacts to Outlook and add the prefixes there before syncing back.

The 0060 is the operator code that I have contract with them. They provide a good to their customer. We have a number of operators who use different code to identify their account, otherwise it will go to my mobile account.
I cannot add these prefix to each phone number as it will make my roaming feature inoperative and I may use other operator if they provide a good price to me. In addition, it just applies to IDD calls. For local calls, it will charge my mobile account.
When I used Windows Mobile before, there is a long distance call utility that I tab one button to add the prefix to the selected phone number from the address book.
