its memory managment, when the phone boots up files are draged from the ROM drive and loaded into the RAM so the fone can work/run, what demand paging does is this: the fone boots as normal, but instaed of loading all the files into the RAM it keeps them on the ROM until the os needs them, e.g. u open web browser, and the os drags the files from the ROM that it needs to the RAM to make the web app work etc, without demand paging all files are loaded into the RAM even if the os dont need them at that time, demand paging basicly lets the os get the files it needs, when they are needed, thus giving the user more free ram at boot.

so if say the storage memory on your phone was full would this impact the way demand paging worked?

Nope, not at all.
