can you get in trouble for having loads of orange sim cards registred on 1 address and using free service and then not topping up again?

No, You can have as many SIMs as you like registered in your name.
And you can stop topping up whenever you like. That's the whole point of pay as you go. They will cancel accounts if you don't use them for about 180days though I think.
