Difference between on-net and off-net

What is the difference between on-net and off-net? I have to pay for off-net sites... :S What is that? :S

Hi :)

If you browse Vodafone Live! then there's no charge for doing that, but if you enter an address like bbc.co.uk/mobile in and browse that then you have to pay for the data you transfer.
