unlocking 3 handset nec e616v as i did, Can i use this phone with voda 3g
and how can get the sim card

Its very doubtful if Vodafone will support this or any other handset they dont supply directly with 3G services.
You will be able to use a standard Vodafone SIM and will get all of the usual services with the NEC but new Voadfone 3G USIM's appear to be restricted to contract deals and are currently only available with a handset supplied by Vodafone.
This makes a lot of sense as its doubtful that Vodafone would want to inherit other operators known 3G handset issues that could tarnish the reputaion of their service so soon after its launch.

Please explain how my 4 year old PAYG SIM, in a ex 3 unlocked LG u8110, can be used to make video calls, let alone actually connect to the 3G network then? USIM's are a con and are NOT needed to connect to 3G networks, well, not Vodafones at least!
